Alcohol delivery pass exam in Finland: how it works and how to pass
To deliver alcohol to customers in Finland from 3 January 2027, you must pass the delivery pass exam (toimituspassikoe). The exam has at least 20 questions, and you need 80% to pass. You can take it in English, Finnish or Swedish. It can be done remotely, but it is always supervised.
Here is what to expect and how to prepare.

What the exam asks about
The exam tests whether you can deliver alcohol safely and legally. The questions cover at least these three topics:
- Places where delivery is not allowed, for example schools, daycare centres, healthcare units, playgrounds, restaurants and public events.
- The checks you are responsible for as a courier: the recipient’s age, ID and whether they are intoxicated.
- Delivery hours: alcohol can be handed over only between 9:00 and 21:00.
Expect the same topic to be asked in different ways. The exam checks that you understand the rule, not just that you remember the words.
Example questions
These practice questions show the style of the exam. They are not real exam questions.
1. True or false: You can leave the alcohol order at the customer’s door if nobody answers. False. Alcohol must be handed over to the recipient personally.
2. True or false: You can hand over alcohol at 21:30 if the customer ordered before 21:00. False. The handover itself must happen between 9:00 and 21:00.
3. The recipient looks over 30 but has no ID. What do you do? a) Hand over the order, they are clearly an adult b) Ask a neighbour to confirm their age c) Do not hand over the order
Correct answer: c. Without an official ID you cannot check the age.
4. Which address can you NOT deliver alcohol to? a) A private apartment b) A café open to the public c) An office
Correct answer: b. Alcohol cannot be delivered to places that serve food or drinks to the public.
Tips to pass the first time
- Learn the three core topics well. Prohibited places, courier checks and delivery hours appear in every exam.
- Read every question to the end. Small words like ”not” and ”always” change the answer.
- Take the exam in the language you read best. You can choose English even if you work in Finnish.
- Do the preparatory training. It is optional, but it covers exactly what the exam asks.
- Prepare your device and space. The exam is supervised. Make sure you have a working device and a quiet place before you start.
Delivery pass vs. alcohol pass: which one do you need?
Many people mix these up. They are two different certificates.
| Delivery pass (toimituspassi) | Alcohol pass (anniskelupassi) | |
|---|---|---|
| For | Couriers who hand over alcohol to customers | Restaurant and bar staff who serve alcohol |
| Needed from | 3 January 2027 | Already in use |
| Covers | Age checks at the door, delivery hours, prohibited delivery places | Responsible serving of alcohol on licensed premises |
If your job is to deliver alcohol, the alcohol pass is not enough. You need the delivery pass.
After you pass
You get an official delivery pass certificate. It is issued in Finnish or Swedish, even if you took the exam in English. The pass is valid indefinitely.
Your employer or the delivery company must check your pass before you start. There is no national register, so keep your certificate safe. The company will also give you an induction to the job.
